Travel: |
Travel Jadrolinja is granting a 50% price reduction on the fares for competitors, their cars with trailers or with boats on top, participating in the Hvar Regatta 2004/2005. The above reduction is valid from 25 December 2004 until 7 January 2005 on the following lines:

RULES |
|||
|
|
1.1. |
The regatta will be governed by the “rules” as defined in the Racing Rules of Sailing. The prescriptions of the National Authority will not apply. |
||
|
|
1.2. |
Add to rule A11: ARB means scoring penalty after arbitration, PTS scoring penalty for a yellow flag after finish. |
||
|
|
1.3. |
Sails shall have the full sail number and national letters of the competitor’s own Laser in accordance with the Class Rules and Racing Rules. |
||
|
2. |
ENTRY REGULATIONS |
|||
|
|
2.1. |
Only current fully paid members of the International Laser Class Association may enter the regatta. During registration each sailor will be required to show clear written evidence of current membership of their national Laser Association. If a sailor is unable to present this, he/she will be charged a fee of € 70 (payable in local currency), € 10 of which will be retained by the collecting club and € 10 by ILCA, to cover administration. € 50 will be passed on to the sailor's district, who may refund it to the sailor if he/she is already a current member, or may put it towards that sailor's membership fee if he/she is not a member. |

Crew substitution of the registered sailor is not permitted. |

2.3. |
AGE ELIGIBILITY |
||
|
|
|
2.3.1. |
The Laser Europa Cup (Standard Rig) is open to any sailor who is or will be at least 17 years old in the year in which the series is held; i.e., a competitor for the 2004 series must be born in 1987 or earlier. |
|
|
|
|
2.3.2. |
The Laser Radial Europa Cup is open to any sailor who is or will be at least 15 years old in the year in which the series is held; i.e., a competitor for the 2004 series must be born in 1989 or earlier. |
|
|
|
|
2.3.3. |
The Laser Standard Youth Grand Prix is open to any sailor who is or will be 17 years old but not 21 years old in the calendar year in which the series is held; i.e., a competitor for the 2004 series must be born in 1984, 1985, 1986 or 1987. |
|
|
|
|
2.3.4. |
The Laser Radial Youth Grand Prix is open to any sailor who is or will be 15 years old but not 19 years old in the calendar year in which the series is held; i.e., a competitor for the 2004 series must be born in 1986, 1987, 1988 or 1989. |
|
|
|
|
2.3.5. |
The Laser 4.7 Youth Grand Prix is open to any sailor who is or will be 12 years old but not 18 years old in the calendar year in which the series is held; i.e., a competitor for the 2004 series must be born in 1987, 1988, 1989, 1990, 1991 or 1992 |

2.3.6. |
Proof of age will be required at registration. |

3. |
ENTRY FEES & MAILING ADDRESSES FOR ENTRIES |

See details given for each venue above. Entry must be made by the date specified. Payment of entry fee for international participation can be made onsite, provided the competitor has entered and sent the completed entry form to be received by the entry closing date. International competitors who enter on site without having forwarded completed entry form by the entry closing date will be charged the late entry fee. |

4. |
SAILING INSTRUCTIONS |
|||
|
|
Copies of Sailing Instructions will be available from the Race Offices the day before the regatta/s. |
|||
|
5. |
MEASUREMENT |
|||
|
|
Wet clothing, measurement and equipment checks may be made throughout the Regatta at the discretion of the Race Committee or International Jury. |
|||
|
6. |
BOATS AND EQUIPMENT |
|||
|
|
6.1. |
All competitors shall use only one hull, sail, mast, boom, centreboard and rudder which shall be identified during measurement. |
||
|
|
6.2. |
In the event of damage, boats and equipment may only be substituted with the written permission of the Regatta Measurer. If the damage occurs later than 90 minutes before the first scheduled start on a racing day and before the start of the last race of the day, provisional verbal permission shall be obtained from the Regatta Measurer, Jury or Race Committee and the written permission of the Regatta Measurer shall be applied for before the end of Protest Time at the end of the day in which the substitution takes place. |

7. |
PROGRAMME |
|||
|
|
See details given for each venue above. The Race Committee may decide to sail races on a ‘split fleet’ basis, in which case the competitors will sail in the same ‘split fleet’ for all races. Normally there are two races sailed per day, exceptionally there can be three in order to catch up and/or validate the regatta. |
|||
|
8. |
IMMEDIATE PENALTIES FOR BREAKING RULE 42 |
|||
|
|
8.1. |
Appendix N will apply with the following changes: |
||
|
|
8.2. |
On the first protest, if protested after she has finished, she will be given a scoring penalty of 8 points without a hearing. |
||
|
|
8.3. |
RRS N 3 is modified as to read “If a boat has been protested for the first time under RRS N1 and the race committee signals a postponement, general recall or abandonment, the penalty from her first protest is cancelled, but the protest is counted to determine the number of times she has been protested during the series. If a boat has been protested for the second time under RRS N1 and the race committee signals a postponement, general recall or abandonment, the boat shall not sail in this race, if it is restarted or resailed. If the race is abandoned the boat shall not sail in the next race. If she fails to do so, she shall be disqualified without a hearing and her score shall not be excluded. If a boat has been protested for the third time under RRS N1 and the race committee signals a postponement, general recall or abandonment, RRS N 2.3 applies”. |
||
|
|
8.4. |
Action taken by the jury under Appendix N will not be grounds for redress by a competitor. |
||
|
9. |
SCORING |
|||
|
|
9.1. |
Each regatta will be scored as provided in RRS Appendix A using the Low Point System. |
||
|
|
9.2. |
In the Laser 4.7 category there must be a minimum of 3 competitors at an event for scoring to be included in the Overall Series. |
||
|
|
9.3. |
A minimum of two races is required to validate an individual regatta for inclusion in the overall series raking. |
||
|
|
9.4. |
Overall Series All events will consist of 9 events. A minimum of 2 races must be sailed by a competitor to be included in the 2004 ranking. For the Europa Cup Series (Standard Rig and Laser Radial Rig), the Laser Standard Youth Grand Prix and the Laser Radial Youth Grand Prix a competitor’s best 3 results will be scored in each Overall Series. For the Laser 4.7 Youth Grand Prix a competitor’s best 2 results PLUS the Laser 4.7 World and European Championship will be scored for the Overall series. The winner shall be the boat with the lowest total score. When there is a tie on total points between two or more boats, the tie shall be broken in favour of the boat with the most first places, and when any such boats remain tied, the most second places and so on, if necessary for such races as count for total points. When the tie still remains, it shall stand as part of the final series results. |

WHISTLE SYSTEM |
|||
|
|
To encourage boats to take penalties afloat, jury members may blow a whistle when they see what they believe to be a breach of a rule. |
|||
|
11. |
PRIZES |

11.1. |
Prizes for each Regatta will be awarded in the following categories subject to entry numbers. Laser Standard Rig: Overall, Youth Under 21, Youth Under 19 Laser Radial Rig: Overall, Women, Youth Under 19, Youth Under 17 Laser 4.7 Rig (under 18): Overall, Women, Under 15 |

11.2. |
The winner in the Standard Rig regattas in Italy, Switzerland, France, the Netherlands and Portugal will be awarded a personal entry for the 2004 Laser European Championship. The winner in the Standard Rig regattas in Germany, Poland, Austria and Croatia will be awarded a personal entry for the 2005 Laser European Championship. |
||

11.3. |
OVERALL SERIES PRIZES |
||
|
|
|
11.3.1. |
ILCA cubes will be awarded for the first 3 places in each category noted in 11.1 subject to ILCA Honour Awards By Law. |
|
|
|
|
11.3.2. |
In the Standard Rig Europa Cup the first and second placed European competitors in the series ranking will each received a new Standard sail. In the Standard Rig the 6 highest placed sailors in the series ranking will be awarded a personal entry to the 2005 Laser European Championship. |
|
|
|
|
11.3.3. |
In the Laser Radial Rig Europa Cup the first placed European competitor in the series ranking will have his/her entry fee paid for the 2005 Laser Radial Open World Championship and receive a new Laser Radial sail. The second placed European competitor in the series ranking will receive a new Laser Radial sail. The first placed European competitor in the Women's Laser Radial Europa Cup will receive a new Laser Radial sail. |

|
11.3.4. |
In the Laser Standard Youth Grand Prix the first placed European competitor in the series ranking will receive a new Standard sail. In the event that the overall winner of the Laser Standard Youth Grand Prix series is also the winner of the Laser Standard Europa Cup series only one prize will be awarded. The first placed European competitor Under 19 in the series ranking will receive a new Standard sail and again only one prize will be given, if he is also the winner of the Laser Standard Youth Grand Prix series. |

|
11.3.5. |
In the Laser Radial Youth Grand Prix the first placed European competitor will have his/her entry fee paid for the 2005 Laser Radial World Championship (Open or Youth, depending upon his/her age at the time of the Championship) and receive a new Laser Radial sail. In the event that the overall winner of the Laser Radial Europa Cup series is also the winner of the Laser Radial Youth Grand Prix only one prize will be awarded. The first placed European competitor under 17 will receive a new Laser Radial sail and again only one prize will be given, if he/she is also the winner of the Laser Radial Youth Grand Prix series. |

11.3.6. |
In the Laser 4.7 Youth Grand Prix the first placed European competitor will have his/her entry fee paid for the 2005 Laser 4.7 European Championship or the 2004 Laser Radial European Championship (depending on his/her age at the time of the Championship) and receive a new Laser 4.7 sail. The first placed European female and the first placed European Under 15 will each receive a new Laser 4.7 sail. |

The Sailing Clubs, the National Authorities and the International Laser Class Association, their officers, members and volunteers do not accept liability for loss of life or property, personal injury or damage caused by or arising out of the Europa Cup and Laser Standard, Laser Radial & Laser 4.7 Youth Grand Prix Regattas and competitors take part in the Regattas at their own risk. The establishment of the Notice of Race and the Sailing Instructions in no way limits or reduces the complete and unlimited responsibilities of a competitor being solely and entirely responsible for the management of a boat he or she is sailing. A competitor must be of good health and a competent sailor capable of sailing a Laser in strong winds. It is the responsibility of each sailor to decide to participate in a race or to continue racing. A competitor is wholly and exclusively responsible for third party liability insurance on the boat that he or she is sailing and for his or her personal accident and health insurance. |
